Introduction

Staffs, crews and casts of Casting International work often on basis of a freelance flex call agreement.
They are active in (video)film-reconnaissance, (video)film productions and/or (video)film-evaluations.

These business activities are often abroad (United Nations areas),

  • under more difficult conditions than working in the Benelux,
  • on locations that are visited for a relatively short time by the nature of the work.

There are also longer lasting film operations (expeditions, max. 3 months) and short-time productions abroad.

All employees who follow trainings by or for Casting International, are covered by health and safety regulations for work, rest periods, bonuses and expenses.
The information below is therefore not applicable to those who are in training abroad for, or by Casting International.

Definitions and basics of HEALTH and SAFETY standards

‘Overseas’ means all countries outside the Benelux.
‘Europe’ means: the Member States belonging to the European Union (excluding Russia and United Kingdom).

After having carried out a film production abroad, upon return in Netherlands, here beneath follows the health and safety standard time compensations:
For every week (7 full days of 24 hours) presence = working abroad, will be calculated:

  • 2 days free immediately after returning and debriefings in the Netherlands;
    so eg. 4 weeks of work abroad, including the prescribed rest periods = 4 x 2 = 8 days paid leave.
  • If overseas countries outside Europe are concerned, there can be included up to 12 days paid rest
  • If the overseas countries are within Europe, there can be taken up to 5 days successively paid rest period.

Payout of these paid rest period-days is as per extra working day according to contract art. 6, overtime appointments.

General standards for work and rest periods abroad

During longer lasting expeditions and film operations it is working hard times for the staff-crew-cast officials,
because this is the most expensive phase of the production process and time = costs as low as possible.
But it must be healthy, these hard working times.
Therefore, there are general standards for work and rest periods abroad.
The here below described work and rest periods are ± equal to UN military operations work-rest schedules:

Working hours: every working day has 24 hours, 8 hours work per day, 8 hours of rest and eight hours of stand-by.

Rest periods:

  • 2 weeks working abroad = 14 days work as a closed period, = no day rest
  • 3 weeks working abroad, = 21 days work and somewhere in it planned 1 day rest.
  • 4 weeks working abroad, = 28 days work and somewhere in it planned 2 days rest.
  • 4-6 weeks working abroad, = all days work and somewhere in it planned 4 days rest.
  • 6-10 weeks working abroad, = working 6 days a week.
  • Longer than 10 weeks work, = 6 days a week work and 1 day rest per 3 weeks (more than 10) extra.
  • For the planning, days can saved up;
    for example 13 weeks abroad = 1st 3 weeks 7 days (reserve 3),
    then 2 weeks 6 days (reserve 0), then 3 weeks 7 days (reserve 3), then 2 weeks 6 days (reserve 0), plus (extra 3) makes 9 days "paid holidays".

Bonuses

In addition to the contractually agreed basic merits, there can be paid 2 types of bonuses for foreign productions.
This depends on:

  • the project-topic on I...R-TV (channel 2 RTPK), and
  • the experience of the production team.

Ad. A) this bonus is related to the content of the series-research within I...R-format (channel 2 of RTPK):

  1. low risk subject                                  (for example International SENIORS Research)
  2. ‘normal’ risk subject                           (for example International REFUGEES Research)
  3. upper-high risk subject                      (for example International CORRUPTION Research),
  4. very high risk subject                         (for example International DISEASE OUTBREAK Research).

Ad. B) this bonus is related to the experience of the team:

  1. highly experienced (experience/observation/filmed in war zones, war in the broadest sense of the word).
  2. fully experienced (average 3 series/film documentaries).
  3. experienced (full series turned).
  4. inexperienced.

Expense allowances for working abroad.

Risk scale:

There are 6 types of expenses for overseas filmproductions:

  1. Europe, according to EU
  2. USA – Canada – Japan – Australia – Hong Kong – Singapore – Malaysia – V.A.E..
  3. other, non-aligned countries other than developing countries with low risk, incl. United Kingdom.
  4. other non-aligned countries other than developing countries with high risk.
  5. Developing countries with low risk.
  6. Developing countries with high risk.

Expenses per day present:

  • ad1)  €. 15,00
  • ad 2) €. 30,00
  • ad 3) €. 10,00
  • ad 4) €  15,00
  • ad 5) €    7,50
  • ad 6) €. 12,50

Outdoor land grants.

Overseas allowances per day. If longer than 5 days:

  • ad 1)    plus 10% daily wage
  • ad 2)    plus 25% daily wage
  • ad 3)    plus 15% daily wage
  • ad 4)    plus 50% daily wage
  • ad 5)    plus 30% daily wage
  • ad 6)    plus 75% daily wage

CI has the obligation to ensure the correct overseas insurances by staff, crew and cast.
